Ras Laffan Emergency and Safety College (RLESC), established by Qatar Petroleum (QP) together with Qatar's Ministry of Interior, is the central location for developing customized training programmes, courses and competency development specifically for Qatari National trainees and others intending to work in the country's energy and industry sectors. The partnership positions RLESC as a key driver in building the skilled, competent workforce Qatar's energy and emergency-management services depend on.

Texas Engineering Extension Service (TEEX), part of the Texas A&M University System, was contracted to deliver Pro-Board certified and non-certified training programmes for RLESC — spanning academic, vocational and language programmes intended to prepare high school graduates for careers with QP and pathways to further degree studies in Qatar and abroad.

The Challenge

Complex Program Management

RLESC required a comprehensive, web-based interface to manage a diverse range of programmes, participants and infrastructure components — enrolment processes, sales and marketing efforts, student and staff profiles, course design, certificate and document generation, library management, audit trails, and even the logistics of accommodation and transport.

Customization and Flexibility

QP needed a system allowing a high degree of customization at the user-interface level, enabling modifications without altering the underlying schema or source code — crucial for adapting to the evolving needs of the training programmes and ensuring user satisfaction over time.

Efficient Data Processing

The solution needed to provide rapid response times for data inputs, report generation and query handling, ensuring the system could manage large volumes of data efficiently while maintaining accuracy and reliability throughout.

Secure Data Hosting

All software, hardware and databases were required to be hosted within QP's own data center in Doha, ensuring the security and confidentiality of the sensitive information handled by RLESC at every stage.

To address these challenges, Sonet Microsystems, in partnership with Infoventures, implemented eSCOP (Enterprise Solution for Campus Operations and Processes), a proprietary solution tailored to RLESC's specific needs. eSCOP provided an integrated platform automating the management of students, faculty and administrative processes, offering easy access to relevant data across multiple departments and reducing the manual effort previously required for data entry and processing.

Sonet conducted a thorough needs assessment of RLESC's operational requirements in close collaboration with QP and TEEX, then customized eSCOP around enhancing user experience and operational efficiency — integrating enrolment management, course design and certification into one cohesive platform. Deployment was phased, with initial rollouts focused on critical functions before expanding to the full scope of the system.
